PREFACE.
This new revised and enlarged edition of the Canadian Parliamentary Guide and Work of General Refer¬ ence has been somewhat delayed by reason of recent numerous general elections in Canada, but it has the ad¬ vantage of being brought up to the London and North Oxford bye-elections on June 13. Some of the errors which crept into the last edition have been corrected and if any others appear in this edition the Editor will be obliged to any person who would point them out so that an approach to perfection in the next edition may be attained. In this edition there are almost thirteen more pages than in the last and much useful information not easily accessible elsewhere will be found in the first twenty and the last four pages.

EXPLANATIONS.
In the biographical sketches certain well-known abbre¬ viations have been used, such as b. (bold), m. (married), s. (son), dau. (daughter), el. (elected), v.p. (vice-president), and a few others that are generally understood, like Con. for Conservative and Lib. for Liberal. As all the sketches are arranged alphabetically, no index is required. The Post Offices addresses of Legislators will be found, alpha¬ betically arranged, immediately preceding the sketches of the members of each Legislature.

THE GOVERNOR GENERAL.
(Appoint'd September 26, 1904, £ 10,000.)
His Excellency the Right Honorable Sir Albert Henry George, Earl Grey, United Kingdom, (1806), Viscount Howick, Baron Grey of Howick in the County of North¬ umberland, (1801), and a baronet, (1746), Knight Grand Cross Most Distinguished Order of St. Michael and St. George, (1904); is the son of the late General Hon. Charles Grey and his wife, Caroline, daughter of Sir Thomas Henry Farquhar, Bart. He was bom November 28, 1851, and was educated at Harrow and Trinity College. Cambridge, being graduated a senior in law and history tripos in 1873. He represented South Northumberland in the British House of Commons from 1880-1885 and Northumberland (Tyneside) in 1885-6. He was Administrator of Rhodesia in 1896-7 and has been a Director of the British South Africa Company since 1898. He was appointed Lord Lieutenant of Northumberland in 1899 and continued in that office until he was appointed Governor General. On Jan. 25, 1905, the honorary degree of LL.D. was conferred on him by McGill University, Montreal. Earl Grey comes of a distinguished family which has been prominent in the history of Northumberland for several centuries. The first earl was a general in the American Revolutionary war and the second was the celebrated Charles, Earl Grey, one of the distinguished statesmen of the early part of the last century. His Excellency succeeded his uncle, the third earl, on October 9, 1894. He married on June 9, 1877, Alice, third daughter of Robert Stayner Holford, M.P., of Westonbirt, County of Gloucester, and Dor¬ chester House, Park Lane, and has one son and three daughters living: — Lady Victoria Sybil Mary, born 1878, married 1901 to Arthur Morton Grenfell, Great North¬ umberland Place W., and has issue a son and a daughter; Charles Robert, Viscount Howick, (heir), born December 15, 1879, educated at Eton and Trinity College, Cam¬ bridge, formerly a Lieutenant in the First Life Guards; Lady Sybil, born 1882; and Lady Evelyn Alice, born 1886. The family seat is Howick House, Lesbury, Northumberland, the London residence being 22 South Street, Park Lane W. He was appointed Governor General of Canada September 26, 1904, landed at Halifax on December 10, 1904, and was sworn in on the same day.

Came to Canada in the service of the Hudson Bay Company, and was elected Governor of that Corporation in 1888; is President of the Bank of Montreal, and a director of the Canadian Pacific and the Great Northern Railways; is an Hon. LL.D. Cambridge and Yale Universities; has been High Commissioner for Canada in London since 1S96; previously sat in the Canadian Commons for Selkirk, 1871-1878, and for Montreal W., 1887-1S96; was knighted in 1896; is Chancellorof McGill University, and -was elec-fed Chancellor of Aberdeen University on November 4, 1903.

TRANSPORTATION COMMISSION.
By Order in Council, dated August 26, 1903, John Bertram, of the City of Toronto; Robert Reford, of the City of Montreal, and Edward C. Fry, of the City of Quebec were appointed Commissioners to enquire into and report upon questions affecting the transportation of Canadian products to the markets of the world through and by Canadian ports, of whom Mr. Bertram was named as Chairman.
Mr. Bertram died in November, 1904, and the vacancy in the Commission was filled by the appointment of J. H. Ashdown, of Winnipeg. Mr. Refold is now Chairman.

ALASKAN BOUNDARY COMMISSION.
The International Commission to arbitrate the question of the boundary line between the United States territory, known as Alaska, and the territory of the Dominion of Canada, met in London, England, September, 1903. on the tribunal, while Hon. Clifford Sifton, K.C., Minister of the Interior for Canada, acted as the British Agent and prepared the case. The United States representatives were the Hon. Elihu Root, Secretary of War in the Roosevelt Administration, Senator Turner and Senator Lodge.
A majority of the Commissioners reached an agreement on Saturday, Oct. 17, 1903, but the Canadian Commission¬ ers refused to sign the award, which sustained all the contentions of the United States except regarding the Portland Canal. They drew up and filed a reasoned protest embodying their objections to the award. On their return to Canada, Sir Louis Jette and Mr. Aylesworth were tendered public banquets, that to Mr Aylesworth taking place at Toronto on Nov. 22, 1903.

HUDSON BAY EXPEDITIONS.
By Order-in-Council of August 13, 1903, A. P. Low, of Ottawa, was appointed to be officer in charge of an expedi¬ tion to Hudson Bay and northward thereof, in the steam¬ ship “Neptune,” which sailed from Halifax August 23, 1903. They first touched at Nachbak, on the Labrador coast, thence to Cumberland Guff and Baffin’s Land. They spent the winter north of Chesterfield Inlet, and made a number of sledge expeditions of investigation. The ex¬ pedition returned to Halifax Oct. 11, 1904, having been absent a year and 51 days.
On her return voyage the “Neptune” met the “Arctic,” with a second expedition, under Major John D. Moodie, of the N.W.M.P., who was appointed in charge of the “Arctic” on Sept. 15, 1904. Major Moodie was on the same date appointed a Fishery Officer under the Fisheries Act, and under An Act respecting Fishing by Foreign Vessels.

THE BOWELL RECONSTRUCTION’.
(January 15, 1896.)
On the 4th January, 1896, seven members of the Cabinet resigned, and on the loth January the Cabinet was filled up, Hon. Sir Charles Hibbert Tupper remaining out and the following being sworn in: Hon. Sir Charles Tupper, Bart.; Hon. George E. Foster, Hon. J. G. Haggart, Hon. W. B. Ives, Hon. A. R. Dickey, Hon. W. H. Montague, Hon. A. Desjardins, Hon. J. F. Wood. Mr. Dickey took Sir Charles Hibbert Tupper’s place as Minister of Justice; Mr. Montague became Minister of Agriculture, and Sir Charles Tupper, Bart., Secretary of State and leader of the House of Commons. The Hon. A. Desjardins was sworn of the Privy Council and appointed Minister of Militia. Hon. Messrs. Foster, Haggart, Ives and Wood were re¬ appointed to the portfolios they held prior to January 4th.
The Hon. John F. Wood, as Controller of Customs, and the Hon. E. G. Prior, as Controller of Inland Revenue were sworn of the Privy Council and called to the Cabinet December, 1895.
THE TUPPER MINISTRY (Seventh).
The Hon. Sir Mackenzie Bowell resigned his position as Premier on the 27th April, 1896, and the Hon. Sir Charles Tupper, Bart., G.C.M.G., C.B., was sent for by His Excellency, and formed his Cabinet May 1st, as follows:

of March 18. 1903). Mr. Sutherland was given the Public Works portfolio, and the Marine and Fisheries portfolio was given to Mr. Pr^fontaine, on Nov. 11, 1902.
Mr. Blair resigned July 13, 1903. Explanations in Hansard of July 16. Mr. Emmerson was appointed to the portfolio. Jan. 15, 1904.
Mr. Bernier was appointed Deputy Chief Commissioner of the Railway Commission and was succeeded in the Cabinet by Hon. L. P. Brodeur, who was appointed Jan. 19, 1904.
Mr. C. S. Hyman, M.P., was sworn of the Privy Council on Feb. 5, 1904, and appointed Acting Minister of Public Works in the absence from ill-health of Mr. Sutherland.
Hon. Mr. Carroll was appointed to the Bench and was succeeded by Mr. Rodolphe Lemieux, M.P., who took office Jan. 29, 1904.

The Parliament of Canada consists of the Sovereign, the Senate and the House of Commons.
THE SOVEREIGN.
His Most Excellent Majesty, Edward VII., by the Grace of God, of the United Kingdom of Great Britain and Ire¬ land and of the British Dominions beyond the Seas, King, Defender of the Faith, Emperor of India; born Nov. 9, 1841; succeeded to the Throne Jan. 22, 1901, on the death of his mother, Victoria.
THE SENATE.
The Senate, as at present constituted, consists of 83 members, 24 each from Ontario and Quebec, 10 each from Nova Scotia and New Brunswick, 4 each from Prince Edward Island and Manitoba, 3 from British Columbia and 4 from the North-West Territories.
THE HOUSE OF COMMONS.
The House of Commons, which is elected by the people for a maximum term of five years, consists of 214 members.
The number is fixed under the provisions of the Act of Confederation, and the representation is arranged after each decennial census, by Act of Parliament, the basis being that the Province of Quebec is always to have 65 representatives, and each of the other Provinces such a number as will give the same proportion of representatives to its population as the number 65 bears to the population of Quebec, as ascertained by the census. British Columbia, by the terms of the agreement made between the Dominion and Province prior to the union, is to have at least six members.
A Redistribution Bill, introduced by Sir Wilfrid Laurier, . March 31, 1903, provided for an increase in the membership of the House of Commons from 213 to 214, divided as follows: — *

THE SENATE OF CANADA.
The Senate of Canada is the creation of the B.N.A. Act, and consists of 83 members, divided as follows: Ontario, 24; Quebec, 24; Nova Scotia, 10; New Brunswick, 10; Prince Edward Island, 4; Manitoba, 4; North-West, 4; British Columbia, 3. The North-West formerly had only two representatives in the Senate, but this number was increased by two in the session of 1903 (3 Edward VII., Chap. 42). The qualifications for appointment by the Crown are a minimum age of 30 years and a property qualification of 84,000 over and above all liabilities. Sessional indemnity, $1,500.

Clerk of the Senate, Clerk of the Parliaments and Master in Chancery — Samuel Edmour St. Onge Chapleau. Second s. of the late Pierre Chapleau, Esq., of Terrebonne, Que. B. at Syracuse, N.Y., in 1839. Ed. at the Coll, of Terre¬ bonne. Went to the U.S. in 1860 and, at the outbreak of the war in 1861, entered the regular army of that country and was promoted to 2nd Lt., 1st Lt., and Capt. in the 16th Regt. of Infantry. Received the brevet rank of Capt. for gallant and meritorious services at the battle of Mur¬ freesboro’, Tenn., and that of Brevet Major for gallant services during the Atlanta campaign and at the battle of Jonesboro’, Ga. Was also at the battle of Shiloh, Tenn., the siege of Corinth, Miss., and the battles of Chickamauga and Chattanooga, Tenn. Was sent to Memphis in 1866 during the riots in that city and in 1868 was in command of the troops at Augusta, Ga., during the riots which took place between the white and colored populations on the occasion of the first election of President Grant. Retired from the U.S. Army, Jan. 1, 1871. Entered the Civil Service of Canada, Sept. 15, 1873. Was Sec’y of the Dept, of Pub. Works, and Sheriff of the Northwest Ter¬ ritories. Has histories of the 65th Rifles, Montreal, and 90th Rifles, Winnipeg, now in the press. Was editor of “The Book of Montreal”, (1903) and “The Book of Canada,” (1905). Also edited all, and wrote most, of the biographical sketches in “The Encyclopedia of Canadian Biography,” illustrated with steel plate engravings, the first two volumes of which have just been published. Entered a printing office as apprentice in 1834, and in 1896 resumed his connection with the newspaper press as editor and proprietor of the Belleville Intelligencer. Assisted in 1857 in raising a rifle Co. Served on the frontier during the American war in 1864-5, and during the Fenian troubles in 1866. Was Capt. of No. 1 Co., 15th Argyle Light Infantry, and subsequently Major in the 49th Rifles, finally retiring with the rank of Lt.-Col. Has been Chairman Bd. of Sch. Trustees, Belleville; Grand Master, Orange Grand Lodge of Ontario East; Grand Master of the Grand Lodge of British America, and President of the Tri-Annual Council of Orangeism. CASGRAIN, HON. CHARLES EUSEBE, C.M., M.D., (Windsor). Des. from old and distinguished French ancestry. S. of late Hon. Chas. E. Casgrain and his wife, Anne Elizabeth, d. of late Hon. Jas. Baby. Ed. at Coll, of Ste. Anne’s, Que., afterwards taking medical course at McGill Univ., Montreal, where he was graduated in 1851 as Master of Surgery and Doctor of Medicine. Practised in Detroit until 1856, when he removed to Windsor. Shortly afterwards was appointed Coroner and Jail Surgeon for Co. of Essex. Capt. of the Sandwich Co. of Essex Batt. and subsequently surgeon to troops at Windsor during Fenian Raids of 1861-1864. Was three yrs. mem. of the Mun. Council, and 18 yrs. mem. of the Bd. of Ed. CASGRAIN, HON. JOSEPH PHILIPPE BABY (de Lanaudiere). A mem. of one of the oldest French families in Can. His paternal ancestors belonged to an ancient family at Ervault, in Poitou, France. The first to come to Can. was Jean Baptiste Casgrain, an officer in the French army, who landed about 1750. His s. Pierre was Lord of the Seigniories of Riviere Ouelle and L’lslet. Descended from Jacques Babie, an officer of the regt. of Carignan-Saliers, who landed in Quebec in 1665, and whose descendants of that name have occupied high and responsible positions in the country. He is a grandson of the late Charles Eusebe Casgrain, Lt.-Col., unattached, who sat for Cornwallis in the L. C. Assembly from 1830 to 1834; was a mem. of the Special Council of L. C. from 1838 to 1840, and at his death held the office of Asst. Commr. of Pub. Works for Canada. He is a great-grand-

Was nominated a delegate to the London Colonial Conference, 1866-67, but declined the appointment. Has been Chairman of all the leading standing Committees of the Senate, and of many important special Committees. Was Chairman of the Joint Com¬ mittee of both Houses of Parliament that reported the existing Criminal Code. Has twice declined a seat on the Bench — once when offered by Hon. Alex. WARK, HON. DAVID (Fredericton). Scotch descent. B. in Londonderry, Irek, Feb. 19, 1804. Came to N.B. in 1825. M., Annie Elizabeth, d. of Isaac Burpee, of Sud¬
bury, N.B. Is said to be the oldest member of any Legis. in the Empire, and to have served longer in Legis. bodies than any other man. From 1858-1862 was h mem. of the Ex. Council of N.B., also Receiver-Gen. Sat in all eight yrs. in the Legis. Assembly of N.B., and 16 yrs in the Legis. Council. Was called to the Senate in 1867 at Con¬ federation, and has sat 38 yrs. in that body. In 1847 introduced legislation in N.B. Legis. which authorized the Lt.-Gov. by proclamation to admit the products of any other colony duty free on such colony reciprocating. All the provinces agreeing to this, the natural products were exchanged among the provinces up to the time of Con¬ federation as freely as they have been since. Is strongly in favor of extending this free trade policy to the whole Empire. During the Session of 1904, on the occasion of the hundredth anniversary of his birth, the venerable Senator was presented by his fellow members of the Upper House with a portrait in oils of himself.
